Streaming phone to television without internet

Does anyone know how I could stream video from my phone to my tv without an internet connection?

I have an unlimited data plan on my phone and would love to be able to stream Netflix to the tv while camping. But most devices (apple tv, roku) require an internet connection to do this.

i contacted my phone carrier about using the phone as a internet hotspot but they do not allow that with the unlimited data plan.

Anyone have any ideas?
